What is this video?
The supposed to be "Prime Minister of Andorra" is the Spanish Minister of Foreing Affairs, Miguel Angel Moratinos!!! (my boss, in fact)

It's just a joke.. The Onion (www.theonion.com) is a satirical website that makes fun of american politics and/or politicians, and they're very good. Here they're just poking fun at the State Dept for not knowing much beyond their doorstep.. It's a big joke of course, and nothing they do, say, or write, is true. But it's really funny.
